I'm guessing that there is arguably more stress on second gear than any other; especially during rapid acceleration. Not a function of inferior material.
Second is more likely to be problematic on lots of bikes. Especially gear dogs and shift forks.

The recalls on my ‘18 were done. First I received the gear recall and then some time after that was complete I received the 2nd recall notice for the ECU reflash.

Correct me if I'm wrong, but I seem to recall that the new surplus Police model FJRs sold to the civilian market are sold without any warranty of any sort, and they are not eligible for the YES extended warranty.

Yep, there's been a number of bikes over the year with 2nd gear problems. I recall the gixxers having issues with their "Wheelie" gear. Which is exactly how Suzuki approached those issues, people bitch about Yamaha cracking open the engine for the repair, but at least they did the warranty instead of telling their customers to stop doing wheelies and go pound sand.

There is a very large thread on the 2nd gear debaucle on FJR Owners. The original second gear was a casting and since they had to put 6 gears in where 5 used to be, they got thinner.... the failures had either broken teeth or chunks of gear/shattered and of course, got all balled up in other fast moving parts and destroyed a few engines..... the new gear is a forging. The initial ECU flash was like a rev limiter at ~3500 in second... due to complaints and NHTSA getting involved, they increased that rev limiter to 6000 rpm, thus all got a second reflash to fix the first.

I don't understand - the ECU is supposed to limited rpm to 6,000 in second gear?

I know exactly one person that had a second gear failure on an FJR. That was on a 5 speed.

I am fairly certain that the ECU limited RPM was strictly when feathering the clutch.
Also according to the little bird that whispers in my ear the Police Departments that had FJRs were a big complainer and impetus for the increased rpm of the 2nd recall.

Yes, it is while feathering the clutch... apparently a few rev up their FJR's beyond 3500 rpm while slipping the clutch..... and the rev limiter would kick in..... the complainants felt this was dangerous, so the second ECU reflash upped the rpm to 6000 in that scenario.
