I installed All Balls in my 2005. To seat the races in the steering head I have length of 3/4 threaded rod. In my box of scrap steel I had two blocks of ridiculously hardened 1/2 inch steel that I picked up somewhere. Milled a hole in the center of each one. I got the races started top and bottom and then put the threaded rod through and used the blocks to push the races into their seats. Goes slow, but when you have them both bottom out the bolts just stop turning on the threaded rod. I have a new set of All Balls ready to go into my 2013.5 this winter.

I did go the dremel route to remove the race off the tree and used a bit of ice on the tree and the heat gun on the race to install the new one.
Life is not a journey to the grave with the intention of arriving safely in a pretty and well preserved body, but rather to skid in sideways, thoroughly used, totally worn out and loudly proclaiming …....

"D*#@, what a trip!"
