Instead of building "hard" storage, I've found that organizing my tank bag and the liners of the side bags are well served using Eagle Creek Cubes, Half-Cubes, and Quarter-Cubes.
They now call them medium, small, and extra-small.
A pair of jeans, a shirt, underwear, and socks will fit in a medium. Easy to pack 3 days changes into a liner where they collapse in on themselves every time you take 1 thing out. I put all the wiring for the stuff in my tank bag into the XS to keep it from tangling up other stuff (with the needed connected wires threaded out through the almost-closed zipper). The M

Wow, Bounce! Great minds think alike! I've got 5 or 6 Eagle Creek zipper bags from my backpacking days. They would carry a fresh set of clothes so it was easy to find socks/shirt/shorts/briefs when a change was needed, and the dirty ones went back into the bag. Haven't used them for LD riding, but now that you mention it ....
This device holds items "ready-to-snatch", and avoids me having to dig under briefcase or scarf or other shit that piles up in the topbox.
