In 2002 Yamaha issued a document entitled "FJR1300 Technical Orientation Guide" on page 29 it says that a 9200 RPM limiter is included in the ECU description.
A number of people have said that they have hit the first stage of the rev limiter at 10k rpm and the second stage at 10.5k rpm.
At the drag strip I can definitely say that on the 1-2 shift my '04 pinged the rev limiter around 9.3k rpm, there is a lot of shit happening real fast around that time, but I'm sure I've never seen 10k rpm for the first stage. Perhaps not all FJRs were created equal?
At the strip they put down traction compound which tips the balance between wheel spin and wheelie. At WOT the first shift happens in ~3 seconds while you are still trying to get your foot on the peg and access the shifter, while using the clutch and throttle to keep from doing a moonshot wheelie and keeping the rear tire from getting squirrely when the front end comes down. As a result I'm a bit uncertain if it's 9.2k rpm or 9.3k rpm
In Arizona I have seen 155 mph -- indicated, but my GPS claimed 147 mph. While following a red Corvette that had an AZ House of Representative license plate

My first experience was when moved off a 98se Wing to the 03 FJR. Late for work, I crossed a main (6 lane) secondary road as I was on a 2-lane tertiary. I nailed it to beat the light and a host of early-morning, foggy-headed commuters were amazed to look up from their phones to see a silver bike FLYING from a launch off the crown in the larger road.

Nearly Bar Harbor. Bummer. It's a long drive for you to get to NED in Epping NH. Wed & Fri are Street Night where you can make run after run any way you want. On the weekends you get a Test 'n Tune session to figure out how your bike is running, then it's Bracket Racing. Bracket racing is a handicap type racing. I tell the tower my FJR will run the 1/4 mile in 16 seconds. You tell the tower your FJR will run the 1/4 mile in 12 seconds. The timing lights count down on my lane and I leave. Four seconds later your timing tree counts down and you leave. If we both run our 'dial in' time perfectly we will arrive at the finish line in a tie. However, reaction time, tire slip, heat of the day, heat of the track, a slow shift, etc are all factors that affect the actual outcome. If I dialed in 16 seconds and run 15.999 I automatically lose for running faster than the dial in time. I play games where I know my bike will run an 11.2 time. I dial in 11.6. I cross the finish like on my brakes, enough to be ahead of my competitor, but not fast enough as to break out of my dial in time. There are all kinds of strategies that you can use.

Most surly surely slower, wind drag. Problem one is getting the helmet chin strap on and off. Problem two is zipping my beard in my coat's zipper. I often don't know my beard got caught in the zipper until I try to lift my head up and find it bound down with my chin on my coat.
The beard wasn't a plan or even thought about. No work, no shave. Slowly thing started to bush out. WTF, let it go. Time goes on and the beard goes on. And, here I am today. Helen and her family find it funny. I have had a beard most of my life, but it's been very dark brown and well trimmed so having a beard hasn't been a shock to people that know me.

There is a real nice section of "The Great Southern Overland Stage Route" in the Anza-Borrego Desert State Park (Ca's largest) below Palm Springs where at 110 mph you could carry the front wheel a inch or two over off the pavement's slight humps.
